I"ve put ip_resolve=4 into both /etc/yum.conf and /etc/dnf/dnf.conf
I think the configurations are separate (that is, dnf doesn't steal any settings out of yum.conf so you have to redo them in...

Use yum remove, that's what it's for (it handles the dependencies, so removing a particular kernel will also remove the related kernel-core,header,modules , etc)
