Can Grub.conf be edited from the non linux OS

I know I can dig up my rescue CD and edit grub.conf ; and I know I can boot FC8 and edit grub.conf, but is there a way to edit grub.conf from the Windows booted OS system.

Reason - the pc is remote to me and managed with vnc. I want to boot both OS depending on the situation and I ahve not figured out how to get vnc to show me the grub menu before an OS loads.
