Fedora 9 background windows behaviour

Hello,
after switching to Fedora 9 (fresh installation), GNOME, I am having strange problems with background windows requiring input.

Examples of such windows: NetworkManager asking for password, Skype when you have new message in existing window, etc.

Imagine you have two workspaces. Firefox on the first, Skype on the second. Open a chat in Skype and switch to workspace1, firefox.

Wait until your buddy sends you a message. Now press Alt+Tab. As you can see, Skype message window is present in alt+tab list, but you can't switch to it - remember, you are still at workspace1! You need to go to workspace2.

The problem obviously isn't that you can't switch to skype window, but that it actually appears in the alt+tab list on workspace1 even it's on workspace2. It's really annoying...

Anybody having and idea? Is it a feature (how to turn it off?) or a bug (i will report it).
