Are you using /etc/dhcpd.conf or /etc/dhcp/dhcpd.conf? Starting with F11 it's under the dhcp directory, and your error message makes me suspect that might be part of the problem. Also, have you looked at the example under /usr/share/doc/dhcp-*/ yet? That might answer a lot of your questions.
