Have you enabled the rpmfusion repo? (There are various guides, I've always liked the mjmwired guides---if you look at the yellow link at the top of each page, setup guides, it's listed.)
I usually do the following: Install rpmfusion both free and nonfree, then install mplayer and smplayer (a graphical front end). This pulls in almost all of the required programs. (You can also use VLC instead of, or in addition to, mplayer.)
Then, you need libdvdcss stuff from atrpms. Explained pretty clearly, I think, at
