This is the first time I have noticed EVER since I used GNOME that I get the decimal separator WRONG for my country and region!!
I'm not in SPAIN, but rather MEXICO, we use a decimal '.' and not a ',' (I hate the ',' as the decimal separator), we use ',' as the unit separator instead (like pretty much every one else)!
I know this is a "bug" and I should report it, until suddenly BZ didn't like my password anymore, and I won't get the token to change it in my inbox!

That's wrong. Actually more countries use comma as decimal mark than a point

That may be, but more people use the decimal point.
Have you tried looking at https://live.gnome.org/TranslationProject there might be somewhere you can replort the issue.
