Track your file modification

Dear All,

my question is: i want to know how to track any file modification in my home directory(I'm not the root).

i need the name of the modifer (Even if he is the root), date and time.

I'm not sure if this is possible. Even if it were possible, since root is the super user of the system s/he can do anything s/he wants including not letting you know that s/he changed the file by setting file properties at will.
