Deb and tar.bz2 Installs

I have 2 programs I want to install from my F9 desktop, I have searched but is there an easy way of installing from the desktop? Sorry, I know this question has been asked many times.

Some deb files can be converted to RPM using 'alien'

You won't know how to install the tar.bz2 until you extract it. Either you will have to compile it or their will be an install script inside.

Maybe if you told the folks here what you're trying to install.
