Keyboard layout / keyboard selector

I have problems changing the keyboard layout on all three of my Fedora 10 installations (Toshiba laptop, Asus eee and a 64-bit AMD desktop). I can't use the keyboard selector icon in gnome panel - it just doesn't work. Each time I want to change the keyboard layout I have to log off and then back on. Is it just a coincidence that this feature does not work on all of my computers or is there a problem with it in Fedora 10?
