network latency

Just installed converting from ubuntu 9. Have most things in place, but I am having an initial network problem.

If I hit a browser, every site I try to visit hangs a few seconds (way past DNS query time) then finally connects. I am doing some virtual training and once connected via video, the audio starts out unbearable choppy, and if he talks long enough it finally starts to sound good, only to have him stop and do the same again. So both problems seem to be on an idle machine making a connection.

I disabled selinux, but not sure what else to try. Top shows pretty idle except the normal, but any ideas on new install things to disable, look at is appreciated.
