power off unused pci devices?

Anyone know of a util that can be used to place a PCI device in D3 state?

Google keeps finding pci-config.c by Donald Becker, but, most of the links seem to be broken.

Anyway, I discovered that devices such as my ethernet port are still drawing power even if I'm not using them. Would like to try to turn them off.
