Logically, for it to do that there must be some free space preceding

I have some free space on ext4 partition so I can resize it, but in my case i can move only end of partition. When I try resize from beginning gparted tels mi that there is bad superblock for ext2 partition.

Unfortunately it's impassible, but if I already have extended partition I could resize my big ext4 from beginning, next resize extended and in it make new partitions.
But why I can't move beginning of ext4?
End next thing: Why Arconis can change partitions to/from logical to/from primary without any free space (Or with 1-3MB) even on ext3?
