Is there any software to recover a bad cd/dvd/bdray

i have some disks that the computer wont read i know theres still data on them is there any program to read the disk bit by bit and recover the data and i also have some disks that are damaged mainly cd's that have part of the film scratched off i need it for this reason also

You could try ddrescue. In theory, it will recover everything that's readable, and from there it's up to fsck or other utilities to get the data off.

Another option (which you might try on the image file after using ddrescue) is PhotoRec, which scans a damaged filesystem for individual files to recover them.
