experiences with pkgs.org - is it safe?

I was searching sopcast for F17 and found this site, as far as I can remember I visited this site a couple of times earlier but didn't felt that comfortable and stayed away.

pkgs.org looks like it's a site that just has links to other sites that have repositories. The link you posted is to the Russian Fedora repos. While I have no first hand experience with the Russian Fedora site, I haven't heard any bad things about it. It is a a remix of Fedora that has been adapted for Russia, and also has a few things added into it that Fedora doesn't put in their distro, like audio/video codecs, graphics drivers, etc... They have been putting out Russian Fedora since F10, and had another release of F9 that was named something else.

The "R" in the file name indicates it's in russian?

You should be able to download SopCast 3.2.6 from here http://www.sopcast.org/download/linux.html
