wont install FC RPMs

Some reason I cant seem to install any RPMs I down load

The updates work fine They install ok..from the update site.
But other programs It wont let me.. This is the mesg I get..each time I try...........

Could Not Open Package

The file "/home/sirscott/My" could not be read. Make sure that you have the proper permissions on it

The 1st week I didnt seem to have a problem. I di d get to install a few programs.. but. I started getting that message in the last few days.. What did I do or what had happen?
How do I solve it..

Take a look at this if you will.

As a non-root user, right click on a RPM package, select Properties, and click on the Permissions. Check that the file owner and file group is your non-root username. Also check for the line "Number View." It should read 664.

Sometime if a rpm package is not readable under the home directory, just copy/move it to the desktop and run it again. It may work sometime.

Use yum to install software, don't download files manually unless you have to, in most cases, you don't. See www.fedorafaq.org/#installsoftware

How do you change the number view?
