Samba and FTP server on FC4

Hi, I am a newbi.
I just install FC4, server setup.
I manage to install samba using share (not user) setting in smb.conf.
Manage to see certain folder.
Seem to me that only folders under /tmp allow user to read and write. (true?)
All other folders FC4 not allow to write. (true?)

I also turn on FTP server.

Anyway, within /tmp/share2 of samba, I created a folder and file using ext Win PC.
I also FTP into the same folder creating another set of folder and file using AceFTP.

Strange, in ftp client I can only see ftp created file and folder.
Samba in ext WinPC can only see samber created file and folder.
In putty, in the same directory, I can see both sets of files and folders.
ls -l shows the same user and goup IDs in both sets of files and folders.

Btw, I have shut down iptables.

Is it a security features?
If so, how can I set it back to normal unix behaviors?

yes it is possible to have write access on folder specified or user specified.

who owns ftp folder? can you post output from

ls -la /tmp

did the ftp user own the samba folder or part of that wheel group?

what really are you trying to achieve here?

after reading some other threads....
seems like most of the starting up issues got to do with setting>security.
I turn off the firewall and SE linux, it works.
Now I am figuring out and slowly turning on each options to see actual relation.
