Exclamation How to install mod_scgi for Apache Server

There is no mod_scgi package in any repos so it looks like I have to compile it manually. The problem is If I download/extract the source code and run "make" I get the error below:

apxs2 -c     mod_scgi.c
make: apxs2: Comman    d not found
Makefile:9: recipe for target '    all' failed
make: *** [all] Error 127
Besides httpd I also installed httpd-devel and httpd-tools.

There is no apxs2 module as shown by "sudo updatedb ; locate apxs" command which outputs only "/usr/bin/apxs".

I also tried editing the Makefile to change aspx2 to aspx however this produced the error below:

cc1: some warnings being treated as errors
apxs:Error: Command failed with rc=65536
Makefile:9: recipe for target 'all' failed
make: *** [all] Error 1
mod_scgi installation is literally 1 line on Arch Linux, with Fedora its has turned into a bit of a nightmare. What am I missing?
