shortcut key problem KDE for another application

I have uninstalled an application that had a shortcut key appointed in KDE. Now I want to use that shortcut key for another application but KDE says it is in use. How I can clear that old shortcut key and apoint it to another application?

Check regional setings - shortcuts in control center!

. how my problem is related to the regional settings and
. how I should check regional settings?
