Remote port forwarding not working on fedora9

I am trying to remote port forwarding between two fedora9 64bit machines using command

ssh root@ -R 11020:localhost:22

getting error message

Warning: remote port forwarding failed for listen port 11020

OS Details:
Linux 2.6.25-14.fc9.x86_64 #1 SMP Thu May 1 06:06:21 EDT 2008 x86_64 x86_64 x86_64 GNU/Linux

ssh version:
OpenSSH_5.0p1, OpenSSL 0.9.8g 19 Oct 2007
